

The 9th APEC Oil and Gas Security Network (OGSN) Forum was held back-to-back with the APEC Expert Group on Clean Fossil Energy (EGCFE) Meeting 2026 from June 9th to 11th in Tomakomai City, Hokkaido, Japan. Operating under mandates from the APEC Energy Ministers' Declarations, this year’s annual OGSN Forum focused on regional crisis management, particularly regarding oil and gas supply disruptions in the Strait of Hormuz, with participating economies sharing their valuable experiences relating to crisis management and responses to the current disruptions. During this forum, APERC presented preliminary reports from the recent Oil and Gas Emergency Exercise in Malaysia and APEC Oil and Gas Security Study series 22, as well as the potential topic for the next study.
Concurrently, the EGCFE Meeting centered on regional Carbon Capture and Storage (CCS) policies, with member economies sharing insightful progress reports on their respective domestic CCS initiatives. Researchers from APERC delivered key updates on the 2025 APERC Fossil Fuel Reports—covering oil, gas, and coal—alongside the progress in developing the APEC Clean and Low Carbon Hydrogen (CLCH) Policy Report. Outcomes from the APEC Workshop on Cleaner and More Efficient Operation of the Fossil Energy Industry held in 2025, and highlights from the inaugural APEC Clean & Low Carbon Hydrogen Policy Convention held in May 2026 were presented.
The joint event concluded with an official technical site visit to the Tomakomai CCS Demonstration Center. This visit provided delegates with essential operational and technical insights into Japan's successful practices for carbon dioxide injection and underground storage.
