APERC was invited to participate in ERIA’s Validation Workshop on "ASEAN Oil Stockpiling Strategy: Advancing Practical and Voluntary Hybrid Cooperation for Regional Energy Security”, held in Jakarta, Indonesia, on 6 August 2026

The Economic Research Institute for ASEAN and East Asia (ERIA) has been conducting a study assessing the current state of oil stockpiling in ASEAN, the risks posed by rising import dependency, and the strategic and economic case for enhanced domestic and regional stockpiling arrangements, including potential cooperation mechanisms among ASEAN Member States (AMS) and with external partners. Building on ERIA's earlier work in this area, the study examines these issues in greater depth and puts forward policy options tailored to the region's current energy security context.

On 6 August 2026, a Validation Workshop was convened to present the study's preliminary findings to relevant stakeholders from AMS, gather feedback, and validate the analysis prior to the finalisation of the report. The workshop was followed in the afternoon by a Capacity Building Workshop, featuring sessions delivered by the International Energy Agency (IEA), Asia Pacific Energy Research Centre (APERC) and Japan Organization for Metals and Energy Security (JOGMEC), to strengthen AMS’ understanding of international best practices in oil stockpiling and emergency response.

Ms Elvira Torres GELINDON represented APERC in this important ERIA activity, presenting APERC’s experiences in conducting the Oil and Gas Security Exercises (OGSE). The presentation, titled “OGSE in APEC: A Challenging Yet Rewarding Collaboration,” highlighted APERC’s experiences conducting an emergency exercise, from developing the OGSE scenarios to the exercise itself. The presentation likewise revisited the result of the Joint SEA Exercise held in Bangkok, Thailand, in 2013.
