APERC researcher Daniel Burlutsky was invited to speak at the APEC Workshop on Promoting Carbon Pricing for Energy Efficiency, held on 1–2 October 2026 in Hanoi, Viet Nam. The workshop brought together member economies and experts to strengthen understanding of carbon pricing mechanisms and the role that they can play in promoting energy efficiency and achieving broader decarbonization goals.
Daniel’s presentation primarily drew on APERC’s research on the different carbon pricing mechanisms implemented across APEC economies, with a particular focus on Australia, China, Indonesia, New Zealand, Singapore and Viet Nam. Daniel discussed the details of these schemes, their relative strengths and weaknesses and the lessons other economies can learn from their implementation.
Daniel also participated in a roundtable discussion on maintaining industrial competitiveness while implementing carbon pricing. A key point emphasized during the discussion was the importance of recycling carbon pricing revenue into targeted support for industrial energy efficiency and low-carbon investment, helping firms reduce emissions and operating costs while maintaining their competitiveness.
The workshop also featured sessions outlining the financial mechanisms behind carbon pricing, how innovation and digital solutions can enhance the effectiveness of carbon pricing policies and opportunities for regional cooperation and public-private partnerships to strengthen the implementation of carbon pricing mechanisms.
